$200 Million for Truck Parking Is Now Law

For the first time ever, Congress allocated dedicated federal funding specifically for truck parking. Not general infrastructure money that could be used for parking. Not grants you have to compete for. A direct $200 million line item signed into law by President Trump on February 3rd.

The rules are solid: funds can only be used for public commercial vehicle parking near Interstates and the National Highway System. And any spaces built with this money must be free for drivers. No fees allowed.

The logic is simple: time spent circling rest areas is time not driving. That's miles not logged, loads not delivered, and money not earned. And when drivers can't find a spot, they end up on ramps and shoulders. That's not safe for anyone.

We've been advocating for this for years, and it's a big win. Congressman Steve Womack and the House Appropriations Committee deserve credit for making it happen. So does everyone who made calls, sent emails, and showed up at town halls to push this forward.

The funding won't build spaces overnight. States will apply for grants. Projects will take time. But the message from Washington is clear: the parking shortage is now a federal priority with real money behind it.

Congress Allocates Record $200M for Truck Parking

The 2026 federal spending bill is now law — and it includes the first-ever dedicated line item of $200 million specifically for truck parking. This is a big deal. Government money is finally following the problem. The funding must be used solely to expand public truck parking near Interstates and the National Highway System. No fees allowed for spaces built with these grants. ATA called it a historic first after years of advocacy.

FMCSA Finalizes Non-Domiciled CDL Rule

The final rule dropped today. Starting March 15, non-domiciled CDLs will be restricted to H-2A, H-2B, and E-2 visa holders only. States must use the SAVE system to verify immigration status and retain records for two years. FMCSA cited 17 crashes and 30 deaths in 2025 involving drivers who would no longer qualify. The rule ends months of legal back-and-forth after a court stayed the original emergency order. Expect this to tighten driver supply further in some markets.

Truckload Market Holding Up Better Than Expected

The typical January slump hasn't shown up. Tender rejections are still hovering around 10% — the highest sustained level since 2022. Spot rates sitting at $2.62/mile. Winter weather and shrinking carrier capacity are keeping things tight. Analysts say inventory drawdowns and consumer spending could push more freight back to truckload if urgency returns. Market's not recovering yet, but it's not collapsing either.
