🏙️ NYC Expands Overnight Truck Parking in Industrial Zones
Revisiting a previous newsletter, New York City is finally taking action on its (industry known) truck parking problem.
On July 3, the NYC Council unanimously passed Intro 99-B, a bill that expands the city’s overnight truck parking pilot program to include more industrial business zones. That means more legal spots for truckers to park overnight, a small win in a city where finding a place to rest is almost impossible.
Here’s what the bill does:
Requires the NYC DOT to create overnight truck parking areas in industrial zones only
Limits parking hours to overnight only (8 p.m. to 6 a.m.)
Requires the DOT to work with community boards, council members, and trucking stakeholders before rolling anything out
The Trucking Association of New York backed the bill, pointing out that the lack of safe parking forces drivers into unsafe situations, like parking in residential areas or risking tickets, just to get rest.
“Strict HOS rules plus next day delivery demand makes parking a safety issue,” said Zach Miller of TANY. “This is a smart, balanced step forward.”
This new bill builds on NYC’s earlier “pay by app” pilot launched in March, which created 45 24/7 paid truck parking spots at $10 per 8 hours. But that pilot was limited to just 3 of the city’s 20 industrial zones — and ignored high-need areas like Southeast Queens. That led Council Member Nantasha Williams to push for Intro 99-B, expanding the pilot to underserved areas.
Why this matters:
Williams says this is about more than parking. “Trucks parking on residential streets are a safety risk,” she said. “This bill keeps them in industrial zones and makes the city talk to drivers and the community before anything gets built. It’s about safety, transparency, and making sure the system works for everyone.”
The bill kicks in 180 days after the Mayor signs it and will run as a 5-year pilot, with the DOT required to report on how it’s impacting illegal parking each year.
For drivers passing through the five boroughs, a little bit of help may finally be on the way.

💰 Congress Passes “One Big Beautiful Bill” - What It Means for Truckers
Congress just passed a major tax package with big implications for the trucking industry. Nicknamed the One Big Beautiful Bill, the legislation includes a wave of tax breaks designed to boost investment, cut red tape, and make it easier for new drivers to get trained. While it passed strictly along party lines and faced strong opposition from Democrats, the trucking world is paying close attention to what’s actually inside.
📈 What’s in it for Truckers and Small Fleets?
✅ Expanded 20% QBI Deduction
Extends and enhances the Qualified Business Income (QBI) deduction permanently.
Great news for small fleets, owner-operators, and S-corps — this levels the playing field with large carriers.
✅ 100% Bonus Depreciation is Back
Allows full, immediate write-offs for qualified assets like trucks and equipment.
Applies to gear bought after Jan 19, 2025, and placed in service before 2030.
✅ Permanent Individual Tax Cuts
Income tax rates from the 2017 tax law are now permanent.
Plus, standard deductions increase, which could mean more take-home pay for many drivers.
✅ Estate Tax Relief
Family-owned carriers benefit from a permanent increase in the estate tax exemption — making succession planning easier.
✅ CDL Training Just Got More Affordable
Education savings plans can now be used to pay for truck driver training programs.
👏 Support from ATA
The American Trucking Associations praised the bill:
“Most carriers are small businesses. This bill gives them the confidence to plan ahead, grow, and keep America moving,” said ATA President Chris Spear.
🛑 But Not Everyone's Celebrating…
❌ No Tax Relief for Most Overtime-Paid Drivers
OOIDA pointed out that the bill’s flashy “no tax on overtime” provision doesn’t apply to most truckers.
That’s because federal law exempts the trucking industry from overtime pay requirements, so voluntary overtime payments don’t qualify.
“Truckers won’t benefit from this key provision,” said OOIDA President Todd Spencer.
“It’s time to fix this century-old oversight and pass the bipartisan GOT Truckers Act.”
OOIDA was also successful in getting a $100 FMCSA data access fee removed from the final version of the bill.
📌 Tale Lites Takeaway:
Anything that can either reduce costs, or put more money in truckers’ pockets is always a win, but the job’s not finished.
If Congress really wants to help truckers, it needs to stop carving us out of labor protections while pretending it’s giving us a break. The GOT Truckers Act deserves a vote. Overall I still believe this is the first time in a long time the Federal Government has been this receptive and engaging to the trucking industry, especially from voices outside of ATA.
