Brokers Begging FMCSA for Help - Big Money For Truck Parking Has Arrived

🚨 Brokers Want FMCSA to Publish a “High-Risk Carrier List”
Last week, the Transportation Intermediaries Association (TIA) formally petitioned FMCSA to create and publish a public "High Risk Motor Carrier List" that would identify trucking companies with serious safety concerns.
Under the proposal, carriers would be flagged if they exceed intervention thresholds in three or more BASIC categories within FMCSA's Safety Measurement System, or if they exceed thresholds in critical areas such as:
• Unsafe Driving
• Crash Indicator
• Hours-of-Service Compliance
• Vehicle Maintenance
TIA President Chris Burroughs says the goal is to give brokers and shippers better access to safety information before a crash occurs.
"Providing this information transparently would equip industry participants with actionable data to make more informed decisions and help prevent unsafe carriers from continuing to operate unchecked," Burroughs said.
⚖️ Fallout From The Supreme Court Decision
The petition comes less than a month after the Supreme Court's unanimous 9-0 ruling in Montgomery v. Caribe Transport II, LLC, which opened the door for freight brokers to be sued under state negligent hiring laws.
Since that decision, brokers have argued that they are being held responsible for evaluating carrier safety while lacking access to clear and complete federal safety data.
According to Burroughs, the ruling has created an "untenable expectation" that brokers and shippers independently determine whether a carrier is safe enough to haul freight.
The challenge is compounded by the fact that more than 90% of authorized motor carriers currently operate without an official FMCSA safety rating, leaving brokers to make critical decisions without clear federal guidance. But who’s fault is that? No one’s really.
In his announcement, Burroughs argued that brokers are effectively being forced into the role of safety regulators while waiting for FMCSA enforcement actions to catch up.
📋 TIA Wants Federal Standards
Beyond publishing a high risk carrier list, TIA is also asking FMCSA to establish a clear federal standard outlining the reasonable steps brokers and shippers should take when selecting motor carriers.
The organization believes uniform guidance would help create consistency across the industry and provide clarity following the Supreme Court's decision.
I think TIA brings up some great points, but overall it sounds like they’re asking the FMCSA to do their due diligence for them. A lot of staffers at FMCSA don’t necessarily come from the industry, so even if they did present a list, would it be accurate?

🚚 Freight Market Watch
The spot market is holding strong as we roll into summer. Here's where the national average all in rates (linehaul + fuel surcharge) stand on the DAT board as of this week:
Dry Van: ~$2.68/mile
Reefer: ~$3.00/mile
Flatbed: ~$3.26/mile
Flatbed remains king. Vans hit their top linehaul rate of 2026, while reefer dipped slightly on Memorial Day (softness and the normal mid cycle pause between early Southeast harvests and the next produce wave.
Zoom out and the picture's even better. Year-over-year, all three segments are up roughly 49–55% — multi-year highs across the board. And there's a forecast worth watching: FTR is calling for dry van rates to hit a new all-time high by the end of July.
At the pump: Some relief, finally. Diesel fell in every region last week, with the Midwest dropping the most at 23 cents. The ProMiles national average came down to about $5.42/gallon. The Gulf Coast is your cheapest fill at $4.90; California is still its own planet at $7.05.
🚛 Congress Ready to Unload Funds for Truck Parking

Between recently approved funding and legislation still moving through Washington, nearly $1.2 billion could be dedicated to expanding truck parking across the country.
💰$200 Million Is Already Moving
Back in February, Congress passed a $1.2 trillion spending package that included $200 million specifically for truck parking projects.
This week, Transportation Secretary Sean Duffy announced more than $600 million in infrastructure grants, including the truck parking funding authorized earlier this year.
The Department of Transportation is now accepting applications through July 15, allowing states and public agencies to compete for funding to build new truck parking capacity.
"From our thriving commercial space industry to our hardworking truck drivers, the Trump Administration is delivering for the American people," Duffy said. "We are moving at the Speed of Trump to prioritize critical infrastructure needs in grants, move federal dollars out the door, and start turning dirt."
🏗️ Bigger Funding Package Could Be Coming
The bigger story, and what we’re rooting for, may be what's still working its way through Congress.
A new highway reauthorization bill currently awaiting a House vote contains language nearly identical to the Truck Parking Safety Improvement Act and would provide $750 million for truck parking projects over the next five years.
If approved, it would represent one of the largest federal investments in truck parking in U.S. history.
OOIDA, which helped develop the original Truck Parking Safety Improvement Act, has made it clear that dedicated truck parking funding is a non-negotiable priority.
Last year, the association warned lawmakers that it would oppose any highway bill that funded new transportation initiatives while ignoring the truck parking crisis.
🚨 Another $200 Million Is On The Table
But wait, there’s more! Last week, the House Appropriations Committee advanced the Transportation, Housing and Urban Development (THUD) funding bill, which includes another $200 million earmarked for truck parking expansion projects.
If both the highway bill and THUD legislation become law without major changes, truck parking could receive an additional $950 million in federal funding.
Combined with the $200 million already moving through the grant process, total funding could approach $1.15 billion.
If Congress follows through on these proposals, 2026 could become one of the most significant years ever for expanding truck parking capacity nationwide. Call your Congressmen!

The 12V Lunchbox Burrito Bowl
If you've got a lunchbox cooker plugged into the dash, dinner builds itself while you drive. Everything below is easy to find at a Walmart run or most bigger truck stops:
1 microwave rice pouch (the 90-second kind, pour it in, it heats fine)
1 can of chicken, drained (or leftover rotisserie chicken)
1/2 can black beans, drained
A few spoonfuls of salsa
Shredded cheese on top, optional avocado or hot sauce
Layer it all in the cooker liner, plug it in, and in about 60–90 minutes of drive time you've got a hot, real meal with around 40 grams of protein, for maybe $4 a serving versus $15 at the counter. Bonus: the salsa does the seasoning work, so no spice rack required, and cleanup is wiping out one liner tray. Send in your photos after you make this!
